Finance and Budget FAQ
Why does the CEF
State only get four percent in
administrative support from the MSP missionary's account?
The Ministry Staffing Program collects a total of 12%
administrative support from each missionary's account. Eight percent is needed to cover MSP costs,
including, but not limited to, Missionary
Candidate School,
mail processing, financial services, information systems, recruitment staff,
and coaching staff. Once the missionary
is placed, the remaining four percent is sent to the state office of the missionary.
What are the administrative support components?
The total amount of the support that goes towards
administrative expenses is 12%. Of this
12%, one third (4%) is sent to the state-office while two-thirds (8%) remains
at CEF World Headquarters to cover MSP program costs.
Will regular CEF field staff and MSP staff finances
be mixed together?
The salaries, benefits, and all personal ministry expenses
for MSP missionaries will all come directly from CEF World Headquarters. Local committees and/or state boards will not
be involved in writing and distributing checks for these needs.
What is included in a MSP missionary's budget?
The budget includes the missionary's salary, benefits
(health insurance, life insurance, workman's compensation insurance, and
retirement plan), and personal ministry expenses (communications, travel,
conferences, supplies, tools, and equipment).
The local committee and/or state board will be responsible for ministry
expenses not explicitly the missionary's responsibility, including, but not
limited to, expenses related to shared equipment, materials, supplies, services
and tools, chapter ministry (training events, club ministries, fairs, CYIA,
banquets, etc.) office rent, ministry vehicles, and other chapter capital
expenses.
How is the salary of a MSP missionary determined?
There are pre-determined salary bands that are based on the
missionary's position. There is a
minimum level of support that must be reached before an individual can be
placed on the mission field and there is also a mid-point level that we
encourage all missionaries to work towards. There is also a maximum level,
which allows individuals to work towards an even higher level of support,
should they need or desire more income and the increase is merited. A cost of living adjustment is also included
based on geographic location.
Are MSP missionaries required to enroll in the
health and life insurance plans that CEF World Headquarters offers?
Candidates are not required to enroll in the CEF World
Headquarters health insurance plan, but they must prove that they have some
type of health insurance. If a
candidate's health insurance comes from another adequate source, CEF World
Headquarters will consider maintaining those benefits for the MSP missionary. Life insurance, however, must come from CEF
World Headquarters
